Hidalgo Medical Services Achieves Full Compliance with All HRSA Health Center Program Requirements

Hidalgo Medical Services (HMS) is proud to announce that it has received formal notification from the Health Resources and Services Administration (HRSA) confirming that HMS is in full compliance with all Federally Qualified Health Center (FQHC) program requirements.
This determination follows a multiday comprehensive Operational Site Visit (OSV), during which HRSA conducted an in-depth review of HMS’s governance, clinical services, quality and patient safety programs, financial oversight, and administrative operations. Achieving full compliance affirms that HMS meets or exceeds all federal standards required to operate as a Federally Qualified Health Center.
“This recognition is a powerful affirmation of the exceptional work being done every day by our staff, providers, leadership team, and Board of Directors,” said Dan Otero, Chief Executive Officer of Hidalgo Medical Services. “Full compliance reflects our deep commitment to accountability, excellence, and delivering high‑quality, compassionate care to the communities we serve.”
As a community-governed health center, HMS serves patients across Hidalgo County and surrounding areas, providing integrated primary care, behavioral health, dental, and mobile medical and dental units, patient transportation, and specialty services regardless of a patient’s ability to pay. “Maintaining full compliance with HRSA requirements ensures that HMS continues to operate with strong stewardship of public resources while advancing access, quality, and health equity,” stated Carmen Acosta, HMS Board of Directors Chairwoman.
